Can a child get burned from a hot seatbelt?

Car Seats Get Hot!

Make sure to check the temperature of the car seat before buckling your children in the car. Skin that touches a car seat surface over 150 degrees Fahrenheit can be severely burned in 1 second.

I live in Imperial Valley, CA where is gets up to 130 degrees outside. To avoid hot carseats, I place a towel or small blanket over the carseat when getting off the car. Avoid direct sun to the carseat as well. It really helps!
